Chief Operating Officer & Principal

James (Jim) Schrant

Jim is a leader in National Security and Federal Law Enforcement. He is a principal partner in Complete Data Solutions (CDS LLC). Jim brings experience and vision to the fusion of advanced analytics and data management. Prior to his role in CDS, Jim Schrant was the CACI International Director of Strategy and Growth. His area of responsibilities within CACI included the DarkBlue SaaS platform, law enforcement solutions, sector growth and strategy.

Before his transition to industry, Jim served in the Drug Enforcement Administration (DEA) for over 25 years. His last position was as a member of the Senior Executive Service as Director of the Special Intelligence Division. Jim’s portfolio included transnational crime issues/coordination, DEA collection programs, direction of the Special Operations Division intelligence components, intelligence-based targeting sections, data exploitation innovation, operational liaison to the Intelligence Community and leader on lawful access issues.

Jim was promoted to the Senior Executive Service and appointed as the Chief of DEA’s Office of Congressional and Public Affairs in 2018. Jim oversaw all of DEA’s Congressional and Legislative Affairs. Mr. Schrant led Congressional engagement on complex opioid, appropriations, regulatory and enforcement matters. Jim devised innovative liaison strategies and built Hill relationships that benefit DEA and DOJ to this day.

At the DEA’s Special Operations Division (SOD), Jim served as the Assistant Special Agent in Charge. In that role, he was a leader and driver in the SOD’s lawful access initiatives, served as the leadership liaison to the Intelligence Community and led development of innovative DEA interception techniques and communications solutions for the 21st century. He oversaw and directed large complex multinational investigations and capture operations in Mexico and Central America including senior Sinaloa Cartel figures.

Jim began his career with DEA in 1997 as a Special Agent where he held several positions and supervisory roles in Florida, Colorado and Virginia. He began a career in law enforcement as a police officer with the Aurora, Colorado Police Department in 1995. Mr. Schrant attended the University of Colorado and Colorado College where he received his Bachelor of Arts degree in Political Science in 1995.

Chief Technology Officer & Principal

Jay Talreja

Jay Talreja is the Chief Technology Officer of Complete Data Solutions (CDS LLC) and a principal partner of the firm. Jay brings over 20 years of experience architecting and delivering enterprise-scale cloud, big data, and AI/ML solutions across commercial and federal markets. He is a visionary technologist known for solving complex problems through innovative thinking, consistently identifying emerging technologies and novel approaches that translate into efficient, high-impact solutions for some of the most demanding programs in government and industry.

Prior to CDS, Jay served as Director of Engineering at Sierra Nevada Corporation (SNC), where he led a 50+ person engineering organization delivering advanced Big Data and AI solutions for Department of Defense and Intelligence Community programs. He was responsible for architecting and implementing technical solutions across complex multi-team federal programs, growing and mentoring engineering talent, and leading proposal development efforts for strategic new business opportunities. His contributions earned SNC’s highest engineering honor, the Significant Technical Achievement (STAR) Award, for introducing breakthrough architectures and technologies that resolved significant program challenges and were subsequently adopted across the broader engineering enterprise. Jay was also recognized twice with SNC’s Mentorship Award, reflecting his deep commitment to developing engineering talent and building high-performance teams.

Before his role as Director, Jay served as Chief Software Engineer at SNC, where he pioneered petabyte-scale Multi-INT cloud data lakes for the Intelligence Community, engineered real-time streaming data pipelines deployed at the tactical edge for the US Marine Corps, and developed machine learning and object detection algorithms supporting geospatial intelligence missions for the National Geospatial Intelligence Agency.

Earlier in his career, Jay held senior technical leadership roles at Oracle and DataRaker, where he served as a hands-on technical manager responsible for full-stack development and delivery of the Oracle Cloud Service, a SaaS analytics platform used by utilities worldwide to unlock Smart Grid data and transform it into actionable intelligence. Jay is a named co-inventor on US Patent 14/578,676 for a Collection Frequency Based Data Model, reflecting his ability to translate creative problem-solving into intellectual property with lasting industry impact.

Jay holds a Master of Science in Telecommunications Engineering from the State University of New York Institute of Technology and a Bachelor of Science in Electrical and Electronics Engineering from Thadomal Shahani Engineering College, Mumbai.

Director of Human Resources

Alison Longo

Alison Longo serves as the Director of Human Resources at CDS, where she leads all aspects of the company’s human capital strategy. She oversees talent acquisition, compensation and benefits, employee relations, and professional development, while providing strategic direction on company policies, onboarding, training programs, and employee recognition. Alison plays a key role in aligning people initiatives with business objectives to support organizational growth and mission success.

With more than 20 years of leadership experience in the federal technology sector, Alison brings deep expertise in talent management, workforce planning, compliance, and performance management. She is responsible for developing and executing CDS’s overall people strategy, with a focus on attracting, retaining, and developing top talent. Since joining CDS in 2012, she has built and led a comprehensive HR program that supports both employees and the company’s long-term objectives.

In addition to her HR leadership responsibilities, Alison serves as a Senior Management Official with authority over facility operations and the safeguarding of classified information, reflecting her trusted role within the organization.

Alison holds a Bachelor of Arts in Psychology and a Bachelor of Science in Family Studies from the University of Maryland, College Park. She is also certified as a Professional in Human Resources (PHR).
